HMRC Is Making Changes — Here’s What You Need to Know
Two significant announcements from HMRC are set to change how accountants access their agent services. We break down what’s coming, what it means in practice, and how to stay ahead of it.
Two-factor authentication is (finally) here
Starting in early June, HMRC is rolling out mandatory two-factor authentication (2FA) across all agent services. Every time you log in, you’ll now be required to verify your identity with a second step. The rollout is staggered, so some of you may already be experiencing the change, while others are still waiting for it to land.
Here’s where it gets a little curious: this isn’t the first time HMRC has introduced 2FA infrastructure. They’d already built it out previously, but never actually switched it on for users. The reasons behind that decision haven’t been made public, and frankly, it remains something of a mystery.
Better late than never, but it does raise the question: why wasn’t this enabled sooner? 2FA has been a security standard for years, and the data held within HMRC’s systems couldn’t be more sensitive.
To be fair, the security case for 2FA is clear-cut. Adding a second layer of authentication meaningfully reduces the risk of unauthorised access to critical client data. That’s a good thing. What’s less straightforward is the day-to-day reality for busy accountants who are already navigating a system that demands a lot of manual effort.
For those who log in multiple times a day jumping between clients, checking statuses, pulling figures, this additional step adds up quickly. When a process is already more time-consuming than it should be, stacking on an extra layer for every single login is going to start feeling very tedious, very fast.
HMRC's new recommendation on individual accounts
The second announcement is perhaps more consequential. HMRC is now recommending that every accountant within a firm who works with tax clients should have their own separate HMRC account. This is being positioned as a solution to the current limitation where only two guest users can access a main user’s account at any one time.
On the surface, it sounds logical. In practice, it creates a new set of problems.
With individual accounts, there’s no single view of all your tax clients and their current status. To get that full picture, you’d need to manually export data from each accountant’s account and compile it into a spreadsheet. By the time you’ve done that, the data is already out of date. Things move quickly, and you simply can’t rely on a snapshot that was accurate an hour ago.
There’s also a very practical cover issue. If someone is off sick or on annual leave, who can access their clients’ critical information? With individual accounts, the answer isn’t straightforward, and in a profession where deadlines are unforgiving, that’s a real risk.
